     SENATE BILL NO. 271                                                                            
     "An Act authorizing the commissioner of transportation and                                     
     public facilities to participate in certain federal highway programs                           
     and relating to that authorization; relating to powers of the                                  
     attorney general to waive immunity from suit in federal court                                  
   related to those programs; and providing for an effective date."                                
                                                                                                    
Representative Gardner moved and asked unanimous consent that                                       
SB 271 be returned to second reading for the specific purpose of                                    
considering Amendment No. 1.  There being no objection, it was so

Amendment No. 1 was offered  by Representative Gardner:                                              
                                                                                                    
     Insert a new bill section to read:                                                             
     "* Sec. __.  Sections 1 and 2 are repealed in August 2011."
