INTRODUCTION, FIRST READING, AND REFERENCE OF HOUSE RESOLUTIONS HJR 23 HOUSE JOINT RESOLUTION NO. 23 by Representatives Joule and Samuels: Relating to the plans of the United States Postal Service to discontinue air shipment of bypass mail between Fairbanks, Alaska, and Barrow, Alaska. was read the first time and referred to the Rules Committee. SPECIAL ORDER OF BUSINESS HCR 21 Representative Coghill moved and asked unanimous consent that HCR 21 be taken up as a Special Order of Business. There being no objection, it was so ordered. The question being: "Shall HCR 21 pass the House?"
