The following, which was advanced to third reading from the                                         
November 16, 2006, calendar (page 4409), was read the third time:

    CS FOR HOUSE BILL NO. 4002(FIN)                                                                 
    "An Act authorizing an advisory vote on employment benefits for                                 
    same-sex partners of public employees and same-sex partners of                                  
    public employee retirees; and providing for an effective date."                                
                                                                                                    
Representative Gara moved and asked unanimous consent that CSHB
4002(FIN) be returned to second reading for the specific purpose of                                 
considering Amendment No. 1.  There being no objection, it was so                                   
ordered.                                                                                            
                                                                                                    
                                                                                                    
Amendment No. 1 was offered  by Representatives Crawford, Gara,                                      
Kerttula, Berkowitz, Cissna, Gardner, Salmon, Gruenberg, and                                        
Guttenberg:                                                                                         
                                                                                                    
Page 1, line 2, following "retirees" (title amendment):                                           
 Insert "and on health care coverage for children"                                                
                                                                                                    
Page 2, line 7, following "retirees":                                                               
 Insert "and, shall all children in the state of Alaska have access to
