HOUSE BILL NO. 3006 by the House Rules Committee by request of                                      
the Governor, entitled:                                                                             
                                                                                                    
     "An Act making an appropriation to study the feasibility of a spur                             
     line from a gas pipeline in this state; and providing for an effective

was read the first time and referred to the Finance Committee.                                      
                                                                                                    
The Governor's transmittal letter dated July 25, 2006, follows:                                     
                                                                                                    
"Dear Speaker Harris:                                                                               
                                                                                                    
Under the authority of article III, section 18, of the Alaska                                       
Constitution, I am transmitting a bill making an appropriation of                                   
$4,000,000 from the general fund to study the feasibility of a spur line                            
from a gas pipeline in this state.

Alaskans are saying that more readily available gas, at more                                        
reasonable prices, is essential for economic development in this state.                             
This appropriation will facilitate research regarding a spur line from a                            
gas pipeline, and will provide options for policy makers in this state to                           
increase in-state delivery of gas.
