    "An Act relating to reimbursement of municipal bonds for school                                 
    construction; and providing for an effective date."                                             
                                                                                                    
and recommends it be replaced with:                                                                 
                                                                                                    
    CS FOR HOUSE BILL NO. 13(HES)                                                                   
    "An Act relating to the school construction grant fund and to                                   
    reimbursement of municipal bonds for school construction; and
