And so, lacking the necessary 30 votes, the appropriations from the                                 
constitutional budget reserve fund in Sec. 61(b) and (e) were not                                   
adopted.  Sec. 61(c) and (f) did not require two-thirds vote, thus were                             
adopted.                                                                                            
                                                                                                    
In accordance with Rule 43(b) of the Uniform Rules, the Speaker                                     
waived engrossment of HCS 2d CSSB 46 (FIN) am H(brf sup maj pfld                                    
H), and it was transmitted to the Senate with copies of certified                                   
amendments attached.

Representative Coghill moved and asked unanimous consent that the                                   
following by the House Finance Committee be taken up as a Special

     HOUSE CONCURRENT RESOLUTION NO. 101                                                            
     Suspending Rules 24(c), 35, 41(b), and 42(e), Uniform Rules of                                 
     the Alaska State Legislature, concerning Senate Bill No. 46,                                   
     making appropriations, including capital appropriations; and                                   
     making appropriations under art. IX, sec. 17(c), Constitution of                               
      the State of Alaska, from the constitutional budget reserve fund.                            
                                                                                                    
There being no objection, it was so ordered.
