COMMERCE COMMITTEE, entitled:                                                                       
                                                                                                    
          "An Act relating to the state's mechanical code, to                                       
          mechanical contractors and mechanical                                                     
          administrators, to mechanical standards and                                               
          inspections involved in certain housing loans, and to                                     
          the adoption of the state's mechanical code; and
