Under the authority of art. III, sec. 18, of the Alaska Constitution, I am                          
transmitting a bill making changes to criminal procedures that would                                
allow for more straightforward and fair prosecution of crime in                                     
Alaska. Additionally, the bill would improve the criminal law                                       
regarding sentences.
