Amendment No. 2 was offered by Representative Gara: Page 2, following line 18: Insert a new section to read: "* Sec 4. In the case where a district's ADM decreases from a prior year, the prior year's ADM shall be utilized in determining the amount under AS 14.09.010 unless the Department makes the following finding: that pupil transportation costs have decreased by an amount proportionate to the decrease in ADM."
