 Insert a new bill section to read:                                                                 
 "* Sec. 43.  The uncodified law of the State of Alaska is amended                                
by adding a new section to read:                                                                    
 REPORT TO LEGISLATURE.  The Alaska Public Offices                                                  
Commission shall analyze the effect of this Act on the elections in                                 
2004 and shall provide a written report no later than January 15, 2005,                             
to the President of the Senate, Speaker of the House, Senate Minority                               
Leader, and the House Minority Leader."
