Representative Croft moved and asked unanimous consent that HCS CSSB 65(FIN) be returned to second reading for the specific purpose of considering Amendment No. 3. Objection was heard and withdrawn. There being no further objection, HCS CSSB 65(FIN) was returned to second reading. Amendment No. 3 was offered by Representative Croft: Page 4, lines 27 - 31: Delete "In an agreement with the City of Whittier, the commissioner of corrections shall require that the city procure one or more private third-party operators through a competitive bid process. The City of Whittier shall follow state procurement procedures for procurement of land, design, construction, and operation of a facility." Page 4, line 31, following "shall": Insert "select the third-party contractor under the procedures established in AS 36.30 (State Procurement Code), other than AS 36.30.300, to construct and operate the facility by providing custody, care, and discipline services similar to those required by the laws of the state for persons held by the commissioner under the authority of state law and shall" Representative Croft moved and asked unanimous consent that Amendment No. 3 be adopted. Representative Hawker objected.
