    HOUSE BILL NO. 266                                                                              
    "An Act relating to elections, questioned ballots and questioned                                
    voters, voter registration, training of election officials, preparation                         
    of election materials, voter identification, absentee voting,                                   
    counting ballots, and the primary election; and providing for an
