    "An Act relating to commercial fishing permit brokers; and                                      
    providing for an effective date."

    "An Act relating to brokers of commercial fishing permits, quota                                
    shares, and commercial fishing vessels; to the transfer of                                      
    commercial fishing permits; amending Rule 82, Alaska Rules of                                   
    Civil Procedure, and Rule 508, Alaska Rules of Appellate
