On this date I have signed the following bill passed by the second                                  
session of the Twenty-Third Alaska State Legislature.  I am                                         
transmitting the engrossed and enrolled copies to the Lieutenant                                    
Governor's Office for permanent filing:                                                             
                                                                                                    
      CONFERENCE CS FOR HOUSE BILL NO. 377                                                          
      "An Act making appropriations for the operating and capital                                   
      expenses of the state's integrated comprehensive mental health                                
      program; and providing for an effective date."

The Legislature added nearly $1.2 million in additional general funds                               
to the mental health operating budget for a coordinated resources                                   
project in the Alaska Court System and added funds to the Behavioral                                
Health and Home and Community Based Care programs in the                                            
Department of Health and Social Services.  The Legislature funded all                               
of the mental health capital projects put forward by the administration.
