A message dated June 5, 2004, was received June 4 stating the                                       
Governor allowed the following bill to become law without his                                       
signature and is transmitting the engrossed and enrolled copies to the                              
Lieutenant Governor's office for permanent filing:                                                  
                                                                                                    
    CONFERENCE CS FOR HOUSE BILL NO. 414                                                            
    "An Act relating to filling a vacancy in the office of United States                            
    senator, and to the definition of 'political party'; and providing for
