The Finance Committee considered SPONSOR SUBSTITUTE FOR                                             
SENATE BILL NO. 149 "An Act relating to employment incentives                                       
for teachers and health care providers, to reemployment of retired                                  
teachers, to loans to and loan forgiveness for teachers and health care                             
providers, to awards to teachers, to eligibility for major medical                                  
insurance coverage for beneficiaries of the teachers' retirement system,                            
and to teacher certificates; and providing for an effective date" and                               
recommended the adoption of the Health, Education and Social
