Senator Phillips, Chair, moved and asked unanimous consent for the adoption of the Rules Committee Substitute offered on page 2887. Without objection, CS FOR SENATE BILL NO. 4(RLS) "An Act relating to optional exemptions from municipal property taxes on residential property and limiting an optional exclusion or exemption to the assessed value of $10,000 for a residence in a municipality with a total bonded indebtedness that equals or exceeds $15,000 multiplied by the number of residents in the municipality; and providing for an effective date" was adopted and read the second time. Senator Olson offered Amendment No. 1 : Page 1, lines 2 - 4: Delete "and limiting an optional exclusion or exemption to the assessed value of $10,000 for a residence in a municipality with a total bonded indebtedness that equals or exceeds $15,000 multiplied by the number of residents in the municipality" 2002-04-22 Senate Journal Page 2889 Page 1, line 12, through page 2, line 3: Delete all material. Insert "or exemption authorized by this subsection [SECTION] may not, [EXCEED THE ASSESSED VALUE OF $10,000] for any one residence, exceed the greater of the" Page 2, lines 14 - 16: Delete "A municipality with a level of total bonded indebtedness that equals or exceeds $15,000 multiplied by the number of residents in the municipality may not grant an exemption under this subsection." Senator Olson moved for the adoption of Amendment No. 1. Senator Donley objected. The question being: "Shall Amendment No. 1 be adopted?" The roll was taken with the following result: CSSB 4(RLS) Second Reading Amendment No. 1 YEAS: 7 NAYS: 13 EXCUSED: 0 ABSENT: 0 Yeas: Davis, Ellis, Elton, Hoffman, Lincoln, Olson, Torgerson Nays: Austerman, Cowdery, Donley, Green, Halford, Kelly, Leman, Phillips, Stevens, Taylor, Therriault, Ward, Wilken and so, Amendment No. 1 failed. Senator Leman moved and asked unanimous consent that the bill be considered engrossed, advanced to third reading and placed on final passage. Senator Ellis objected. The question being: "Shall the bill be advanced to third reading?" The roll was taken with the following result: CSSB 4(RLS) Advance from Second to Third Reading?
