"An Act making appropriations for the operating and loan program                                    
expenses of state government, for certain programs, and to capitalize                               
funds" was read the second time.                                                                    
                                                                                                    
Senator Donley, Cochair, moved and asked unanimous consent for the                                  
adoption of the Finance Senate Committee Substitute offered on page                                 
2974. Without objection, SENATE CS FOR CS FOR HOUSE BILL                                            
NO. 403(FIN) "An Act making appropriations for the operating and                                    
loan program expenses of state government, for certain programs, and                                
to capitalize funds; making appropriations under art. IX, sec. 17(c),                               
Constitution of the State of Alaska, from the constitutional budget                                 
reserve fund; and providing for an effective date" (technical title                                 
change) was adopted and read the second time.

Sec. 25 is amended to read:                                                                         
 * Sec. 25. LEARNING OPPORTUNITY GRANTS AND                                                     
INFLATION PROOFING. (a) The sum of [16,510,000] $12,372,000                                     
is appropriated from the general fund to the Department of Education                                
and Early Development for the fiscal year ending June 30, 2003, for                                 
payment as learning opportunity grants to school districts based on the                             
school district's average daily membership to pay for instructional                                 
programs intended to improve student performance. Learning                                          
opportunity grants will provide the opportunity to move schools                                     
toward standards-based education, including vocational education                                    
programs. The increased funding is available to pay for costs
