Representative James moved and asked unanimous consent that                                         
CSSJR 21(HES) be considered engrossed, advanced to third reading,                                   
and placed on final passage.                                                                        
                                                                                                    
Representative Berkowitz objected.                                                                  
                                                                                                    
The Speaker stated that CSSJR 21(HES) will advance to third reading
