Representative James moved that the House adopt the appropriations                                  
from the constitutional budget reserve fund under art. IX, sec. 17(c),

The question being:  "Shall the appropriations from the constitutional                              
budget reserve fund under art. IX, sec. 17(c), Constitution of the State
