And so, the House concurred in the Senate amendment, thus adopting

Representative James moved and asked unanimous consent that the                                     
roll call on the passage of the bill be considered the roll call on the                             
effective date clause.  There being no objection, it was so ordered.                                
                                                                                                    
The Chief Clerk was instructed to so notify the Senate.

The Speaker waived the Community & Regional Affairs Committee

     "An Act relating to construction of highways by the Department

CSSB 83(FIN) am was removed from the Community & Regional                                           
Affairs Committee and referred to the Transportation Committee.
