    CS FOR HOUSE JOINT RESOLUTION NO. 31(MLV)                                                       
    Relating to requesting the United States Congress to propose an                                 
    amendment to the Constitution of the United States that would                                   
    establish procedures to ensure that the United States Congress will                             
    continue to function after emergencies that cause many vacancies                                
    in the body.
