The Labor and Commerce Committee has considered:                                                    
                                                                                                    
    SPONSOR SUBSTITUTE FOR HOUSE BILL NO. 315                                                       
    "An Act allowing employers that are small businesses, small                                     
    nonprofit organizations, or small associations for insurance                                    
    purposes to join state employee insurance coverage as a group;                                  
    and providing for an effective date."

    "An Act amending the definition of group health insurance, and                                  
    allowing the Department of Administration to obtain a policy or

    small businesses, nonprofit organizations, special services                                     
    organizations, or small associations for insurance purposes as a
