Representative James moved and asked unanimous consent that the                                     
House consider the Senate message (page 3909) on the following at

    CS FOR HOUSE BILL NO. 2003(FIN)                                                                 
    "An Act relating to construction, rehabilitation, and improvement                               
    of schools and education-related facilities; relating to municipal                              
    bond reimbursement for school construction; and providing for an
