    "An Act exempting a person driving certain motor vehicles,                                      
    aircraft, or watercraft from driver licensing requirements; and

    "An Act relating to requiring the Department of Natural Resources                               
    to develop and maintain a standardized procedure for processing

    under the Alaska Water Use Act and to make a record of those                                    
    items and amendments and orders affecting them available on the
