A message dated April 26, 2002, was read stating the Senate has                                     
passed CSHB 404(FIN) with the following amendment and it is

    "An Act making appropriations for the operating and capital                                     
    expenses of the state's integrated comprehensive mental health                                  
    program; and providing for an effective date."
