The Speaker waived the State Affairs Committee referral for the                                     
following at the request of Representative Coghill, Chair:                                          
                                                                                                    
    CS FOR SENATE JOINT RESOLUTION NO. 14(STA)                                                      
    Urging President Bush, the United States Department of State, and                               
    the United States Congress to intervene and negotiate with the                                  
    government of Canada to reconsider the imposition of a fee to
