There being no objection, it was so ordered. Amendment No. 1 was offered by Representative Green: Page 2, line 1: Delete "deliver any significant supply response" Insert "provide any significant gas supply increase" Page 2, line 15: Delete "been studying" Insert "studied" 2002-03-20 House Journal Page 2623 Page 2, line 30, through page 3, line 1: Delete all material. Insert "new federal enabling legislation that is currently being debated in the United States Senate; and" Page 3, lines 10 and 11: Delete "Alaska," which rights will be impaired if a northern route is followed; and" Insert "Alaska"; and" Page 3, lines 17 - 24: Delete all material and insert: "WHEREAS the United States Senate has concurred with the United States House of Representatives to oppose the northern route and has expressed its support for the southern route; and" Page 3, line 25, following "provides": Insert "petrochemical extraction opportunities in the United States and" Page 3, lines 26 and 27: Delete ", while the northern route does not" Page 3, line 28, through page 4, line 3: Delete all material. Page 4, line 9: Delete all material. Page 4, lines 15 - 17: Delete all material. Page 4, line 18: Delete "also" Page 4, line 25, following "supporting": Insert "enactment of" Page 4, line 30, following "supporting": Insert "enactment of" 2002-03-20 House Journal Page 2624 Page 5, lines 1 and 2: Delete ", and requesting that the Congress enact legislation to ban the northern route pipeline" Page 5, lines 3 - 6: Delete all material. Page 5, line 17: Delete "legislature" Insert "Alaska State Legislature" Page 5, line 18, following "legislation" Insert "," Page 5, line 24: Delete all material and insert: "(2) provisions for access to the pipeline by Explorers on a fair" Page 5, line 25, following "season": Delete "and" Insert "with" Page 5, line 28: Delete "for the pipeline companies that provide" Page 6, line 7, following "LNG": Insert "or GTL" Representative Green moved and asked unanimous consent that Amendment No. 1 be adopted. Representative Berkowitz objected. Amendment to Amendment No. 1 was offered by Representative Whitaker: Delete the following: "Page 3, lines 10 and 11: Delete "Alaska," which rights will be impaired if a northern route is followed; and" Insert "Alaska"; and"" 2002-03-20 House Journal Page 2625 Representative Whitaker moved and asked unanimous consent that Amendment to Amendment No. 1 be adopted. Representative Green objected. The question being: "Shall Amendment to Amendment No. 1 be adopted?" Representative Berkowitz withdrew his objection. There being no further objection, Amendment No. 1 as amended was adopted. Amendment No. 2 was offered by Representative Davies: Page 3, lines 4 and 5: Delete ", similar to the Producers' enabling legislation and supported by the Producers" Representative Davies moved and asked unanimous consent that Amendment No. 2 be adopted. There being no objection, it was so ordered. 2002-03-20 House Journal Page 2626 Amendment No. 3 was offered by Representative Berkowitz: Page 3, line 12: Delete "the President's Decision" Insert "President Carter's decision" Representative Berkowitz moved and asked unanimous consent that Amendment No. 3 be adopted. There being no objection, it was so ordered. Representative James moved and asked unanimous consent that CSHJR 44(RES) am be considered engrossed, advanced to third reading, and placed on final passage. There being no objection, it was so ordered. CSHJR 44(RES) am was read the third time. Representative Meyer moved and asked unanimous consent that he be allowed to abstain from voting due to a conflict of interest. Objection was heard, and Representative Meyer was required to vote. The question being: "Shall CSHJR 44(RES) am pass the House?"
