(5)Accountability: Fully disclose expenditures from the permanent fund earnings with each annual permanent fund dividend. (6)Balanced Budget Task Force: Establish a Citizens Balanced Budget Task Force to present options to further reduce state spending and identify appropriate future revenue sources. (7)Income Tax: No personal income tax is enacted as part of this plan. Question: After paying annual dividends to residents and inflation-proofing the Permanent Fund, should a portion of Permanent Fund investment earnings be used to help balance the state budget? Yes ( ) No ( ) * Sec. 2. This Act takes effect immediately under AS 01.10.070(c). Senator Mackie moved for the adoption of Amendment No. 1. Senator Taylor objected. Senator Taylor called the Senate. President Pearce ruled the call dilatory because the absent Senator was out of state. President Pearce removed her ruling. Senator Taylor withdrew his call. Senator Mackie moved and asked unanimous consent that Senator Lincoln be excused from a call of the Senate for the remainder of the First Special Session. Senator Halford offered Amendment No. 2 : Page 1, line 5, following "ADVISORY VOTE.": Insert "(a)" Page 3, following line 14: Insert a new subsection to read: "(b) Notwithstanding any other law, state money may not be used to advocate or oppose the advisory question placed on the ballot under (a) of this section or to otherwise seek to influence the outcome of the election held under (a) of this section. This subsection does not apply to the preparation of the election pamphlet or the preparation of the ballot proposition for the election held under (a) of this section." Senator Halford moved for the adoption of Amendment No. 2. Senator Torgerson objected. Senator Halford moved to withdraw Amendment No. 2. Senator Taylor objected, then withdrew his objection.
