A message dated April 12, 1999, was read stating the Governor is               
transmitting the engrossed and enrolled copies of the following                
resolution to the Lieutenant Governor's office for permanent filing:           
                                                                               
HOUSE JOINT RESOLUTION NO. 21                                                 
Relating to new evaluation and selection criteria for military base           
realignment and closure actions.
