A message dated June 10, 1999, was received stating the Governor has           
signed the following bill and is transmitting the engrossed and enrolled       
copies to the Lieutenant Governor's office for permanent filing:

"An Act relating to income of the Alaska Permanent Fund and                   
authorizing an advisory vote on a long-term financial plan for the
