Representative Green moved and asked unanimous consent that the                
following committee substitute be adopted in lieu of the original bill:

"An Act making appropriations relating to power cost equalization             
and the sale of the four dam pool hydroelectric project and to                 
capitalize funds; making appropriations under art. IX, sec. 17(c),             
Constitution of the State of Alaska, from the constitutional budget            
reserve fund; and providing for an effective date."
