Amendment to Amendment No. 1 was offered  by Representative

Add to the amendment:                                                          
"Page 2, line 16, following "2001":                                            
	Delete "and located"                                                          
	Insert "for construction""                                                    
                                                                               
Representative Green moved and asked unanimous consent that                    
Amendment to Amendment No. 1 be adopted.  There being no                       
objection, it was so ordered.                                                  
                                                                               
There being no further objection to Amendment No. 1 as amended, it             
was adopted.                                                                   
                                                                               
Representatives Whitaker and Croft moved and asked unanimous                   
consent that they be allowed to abstain from voting due to a conflict          
of interest.  Objection was heard, and the members were required to            
vote.
