The Rules Committee considered SENATE BILL NO. 299 An Act                      
relating to the treatment of well test flares, nonroad engines, and            
aggregated fuel burning equipment associated with nonroad engines              
under the states air quality control program; defining stationary              
source for purposes of the states air quality program. Signing to              
calendar: Senator Kelly, Chair, Senators Duncan, Torgerson. Signing            
to calendar and do pass: Senator Leman.

Senator Taylor moved and asked unanimous consent that the bill be              
considered engrossed, advanced to third reading and placed on final
