Senator Sharp, Cochair, moved and asked unanimous consent that the             
Finance Committee referral be waived on SPONSOR SUBSTITUTE                     
FOR SENATE BILL NO. 28 An Act relating to the unincorporated                   
community capital project matching grant program; and providing for            
an effective date. Without objection, the bill was referred to the             
Rules Committee.
