Amendment No. 4 was offered  by Representative Croft:                           
                                                                               
Page 2, line 11, following "States."                                       
	Insert "The Redistricting Board shall conduct a survey to                   
determine the percentage of resident and non-resident military                 
voters and shall reapportion based on the resident population."              
                                                                               
Representative Croft moved and asked unanimous consent that                    
Amendment No. 4 be adopted.                                                    
                                                                               
Representative Porter objected.

	Delete "military voters"
