The following memorandum, dated May 9, 1997, was received from Jill Bryson, Enrolling Secretary, Division of Legal and Research Services: "In accordance with Rule 43 of the Uniform Rules, I am reporting the following manifest errors in SCS CSHB 9(FIN) am S that have been corrected in enrolling: Page 10, line 10 Following "date of" Insert "the relevant section of" Page 10, line 11 Following "date of" Insert "the relevant section of" Page 10, line 13 Following "date of" Insert "secs. 3 - 6 of" Page 10, line 15 Following "date of" Insert "secs. 7 - 8 of" These changes correct a technical error that occurred when a second effective date (for secs. 13 and 21) was added to the bill, thereby making a reference to the "effective date of this Act" incorrect. These corrections tie the applicability provisions to the effective date of the sections affected. In addition the reference to "secs. 7 - 8" on page 10, line 15, reflects the prohibition against ex post facto criminal laws."
