"An Act relating to welfare to work tax credits under the Alaska              
Net Income Tax Act; and providing for an effective date."                      
                                                                               
and recommends it be replaced with:                                            
                                                                               
CS FOR HOUSE BILL NO. 169(HES)                                                
"An Act creating a welfare-to-work tax credit under the Alaska                
Net Income Tax Act; relating to the federal work opportunity tax               
credit and the federal welfare-to-work tax credit; and providing for
