outdoor uses and to the classification and the sale, lease, or other           
disposal of state land, water, or land and water.

Representative Foster moved and asked unanimous consent that the               
following committee substitute be adopted in lieu of the original bill:        
CS FOR HOUSE BILL NO. 23(RES)                                                 
An Act relating to management of state land; and relating to                  
access to land.                                                                
There being no objection, it was so ordered.                                   
Representative Foster moved and asked unanimous consent that CSHB
23(RES) be considered engrossed, advanced to third reading and                 
placed on final passage.                                                       
Representative Elton objected.
