SJR 7 Senator Donley moved that SENATE JOINT RESOLUTION NO. 7 be returned to second reading for the purpose of a specific amendment, that being Amendment No. 1. Senator Taylor objected, then withdrew his objection. There being no further objections, the resolution was returned to second reading. Senator Donley offered Amendment No. 1 : Page 1, lines 10- 12: Delete all material. Insert: "federal government was created by the states specifically to assume the responsibility for exercising certain powers on behalf of the union as a whole, including the responsibility to provide the funding needed to carry out those powers; and WHEREAS, today, in 1995, the states are in fact frequently required by the federal government to carry out federal policy while bearing the costs of that policy; and" Page 2, line 6, after "result;": Insert: "and" Page 2, after line 6: Insert a new paragraph to read: "WHEREAS the vice-president of the United States in the "Report of the National Performance Review" has recommended that unfunded mandates imposed on the states be cut, that the Congress refrain from imposing new mandates, and that an executive order be issued to limit the use of unfunded mandates in legislative proposals and the circumstances under which federal agencies may impose new mandates;" Senator Donley moved for the adoption of Amendment No. 1.
