SENATE BILL NO. 248 BY SENATOR DUNCAN, entitled:                               
                                                                               
An Act establishing the Alaska Health Insurance                               
Corporation and requiring licensed health care                                 
providers to comply with certain statutes and                                  
regulations relating to the corporation; relating to                           
disability insurance claims processing and to                                  
approval of rates for disability insurance, including                          
health insurance; and providing for an effective                               
date.                                                                          
                                                                               
was read the first time and referred to the Labor and Commerce,

SENATE BILL NO. 54 An Act relating to exclusive service areas                  
for utilities certificated to provide electric utility service and to the      
definition of general public for utilities furnishing electric service         
was read the second time.                                                      
                                                                               
Senator Miller moved and asked unanimous consent for the adoption              
of the Rules Committee Substitute offered on page 2251.  Senators              
Adams, Donley objected.                                                        
                                                                               
The question being: Shall the Rules Committee Substitute be
