The Health, Education and Social Services Committee considered                 
SENATE BILL NO. 137 "An Act relating to retirement incentive                   
programs for the public employees' retirement system and the                   
teachers' retirement system; relating to separation incentives for             
certain state employees; and providing for an effective date" and              
recommended it be replaced with                                                
                                                                               
CS FOR SENATE BILL NO. 137(HES), entitled:                                    
"An Act relating to retirement incentive programs                             
for the public employees' retirement system, the                               
judicial retirement system, and the teachers'                                  
retirement system; relating to separation incentives                           
for certain state employees; and providing for an
