"An Act relating to workers' compensation insurance                           
rate filings; to second independent medical                                    
evaluations for workers' compensation claims; to                               
immunity for third-party design professionals from                             
civil actions by recipients of workers' compensation                           
benefits; to workers' compensation death benefits; to                          
computation of workers' compensation benefits; to                              
penalties for fraudulent acts related to workers'                              
compensation; to immunity for employer workplace                               
safety inspections related to workers' compensation
