Senator Adams rose to a point of order regarding Masons Manual of Legislative Procedure Sections 65.1, 67, 143, 179, 398.2 and 401.4 on SENATE BILL NO. 70. President Pearce ruled that SENATE BILL NO. 70 was properly before the Senate and the Finance Committee Substitute for SENATE BILL NO. 70 was not in order. Senator Halford moved and asked unanimous consent that SENATE BILL NO. 70 be held in second reading to the April 22 calendar. Without objection, it was so ordered.
