Authorizing a recess by the Senate and the House                              
of Representatives for a period of more than three                             
days.                                                                          
                                                                               
was read the first time.                                                       
                                                                               
Senator Halford moved and asked unanimous consent that the                     
resolution be approved.  Without objection, the resolution was before          
the Senate and was read a second time.                                         
                                                                               
The question being: "Shall HOUSE CONCURRENT RESOLUTION                         
NO. 16 Authorizing a recess by the Senate and the House of                     
Representatives for a period of more than three days, pass the
