Senator Halford moved and asked unanimous consent that the vote                
on the passage of the bill be considered the vote on the effective             
date clause.  Without objection, it was so ordered and the bill was            
referred to the Secretary for engrossment with a Senate Letter of

Senator Halford requested that the reconsideration on CS FOR                   
HOUSE BILL NO. 136(FIN) am(efd fld) An Act relating to the                     
establishment and operation of the Alaska Railroad Commission to               
determine whether sale of the Alaska Railroad is in the best interest          
of the state be taken up at this time.                                         
                                                                               
CS FOR HOUSE BILL NO. 136(FIN) am(efd fld) was before the                      
Senate on reconsideration.                                                     
                                                                               
The question to be reconsidered: Shall CS FOR HOUSE BILL NO.                   
136(FIN) am(efd fld) An Act relating to the establishment and                  
operation of the Alaska Railroad Commission to determine whether               
sale of the Alaska Railroad is in the best interest of the state pass
