HOUSE JOINT RESOLUTION NO. 13                                                 
Endorsing, in principle, legislation authorizing oil and gas leasing,         
exploration, and development on the coastal plain within the Arctic            
National Wildlife Refuge, provided the legislation does not contain

Representative Vezey moved and asked unanimous consent that the                
following committee substitute be adopted in lieu of the original              
resolution:                                                                    
                                                                               
CS FOR HOUSE JOINT RESOLUTION NO. 13 (O&G)                                    
Urging the United States Congress to pass legislation to open the             
coastal plain of the Arctic National Wildlife Refuge, Alaska, to oil           
and gas exploration, development, and production.                              
                                                                               
Representative Kubina objected and withdrew the objection.  There              
being no further objection, it was so ordered.                                 
                                                                               
                                                                               
Amendment No. 1 was offered  by Representative Brice:                           
                                                                               
Page 3, lines 2 and 3:                                                         
	Delete all material and insert:                                               
	"FURTHER RESOLVED that activity be conducted in a manner                    
that protects the environment, uses the state's work force to the              
maximum extent possible, and occurs without alteration of the current          
provisions of the Mineral Leasing Act and the Alaska Statehood Act             
distributing to the state 90 percent of royalties from oil, gas, and           
mineral leasing activities on federal land in the state."                      
                                                                               
Representative Brice moved and asked unanimous consent that                    
Amendment No. 1 be adopted.
