Dear Speaker Phillips:                                                         
                                                                               
Under the authority of art. II, sec. 15, of the Alaska Constitution, I         
have vetoed the following bill:                                                
                                                                               
CS FOR HOUSE BILL NO. 22(FIN)                                                 
An Act relating to long-term plans of certain state agencies and              
recommendations regarding elimination of duplication in state                  
agency functions.                                                              
                                                                               
This bill would have required every principal department of the                
executive branch, the judicial branch, and the University of Alaska to         
develop annually a long-term plan covering six years.  The plan would          
impose responsibilities on the Office of Management and Budget                 
(OMB) to work with one of the two other branches of government on              
its long-term plan and to compile a final, single long-term plan for the       
executive and judicial branches.
