An Act authorizing adjustment of the royalty for initial                      
production of a portion of the heavy oil produced from wells on                
the Arctic Slope; and providing for an effective date.                         
                                                                               
Representative Kelly moved and asked unanimous consent that                    
CSHB325(FIN) am be returned to second reading for the specific                 
purpose of considering Amendment No. 17.                                       
                                                                               
Representative Brown placed a call of the House and lifted the call.           
                                                                               
                                                                               
Representative Vezey moved and asked unanimous consent that the                
House recess until 4:00 p.m. today.  There being no objection, the
