Senator Adams moved that the bill be returned to second reading for the purpose of a specific amendment, that being Amendment No. 15. Senator Kelly objected, then withdrew his objection. There being no further objections, the bill was returned to second reading. Senator Adams offered Amendment No. 15 : Add a new section to read: "Sec. 51. The sum of $1,800,000 is appropriated from the general fund to the Department of Education for Toksook Bay school district fuel spill settlement and cleanup costs for the fiscal year ending June 30, 1995." SENATE CS FOR CS FOR HOUSE BILL NO. 137(FIN) was automatically in third reading. Senator Ellis moved that the bill be returned to second reading for the purpose of a specific amendment, that being Amendment No. 16. Without objection, the bill was returned to second reading. Senator Ellis offered Amendment No. 16 : Add new section: "The sum of $310,600 is appropriated from federal receipts to the Department of Health and Social Services, division of family and youth services, to restore and maintain child protection services for the fiscal year ending June 30, 1995." (renumber sections accordingly) Senator Ellis moved and asked unanimous consent for the adoption of Amendment No. 16. Senator Adams moved and asked unanimous consent that he be allowed to withdraw his motion. Without objection, it was so ordered. Senator Adams moved that the Senate return to second reading for the purpose of rescinding its previous action in failing to adopt Amendment No. 3. Senator Halford objected. Senator Halford rose to a point of order regarding the subject of debate. President Pearce stated the point was well taken.
